The semiconductor map of the United States is being redrawn by projects that take years to build and cost tens of billions of dollars. Arizona and Texas are already major centres, Ohio is being developed around Intel's planned fabs, and New York has become a focus for memory and advanced manufacturing investment.
Older clusters remain critical. Oregon hosts Intel's largest research and development manufacturing operations, California retains design and specialist production, and Idaho is central to Micron's memory strategy.
Arizona has become the flagship expansion market
TSMC's investment around Phoenix has turned Arizona into the most visible example of advanced foundry capacity moving onto US soil. Intel also operates significant facilities in the state, creating a supplier and engineering base that new projects can use.
The constraint is no longer simply capital. Water, electricity, construction labour and specialised technicians all influence how quickly new capacity can ramp.
Texas has breadth across the chip chain
Texas combines Samsung's manufacturing investment with long-standing operations from Texas Instruments, NXP and other semiconductor companies. Austin and the Dallas region give the state both engineering depth and access to a large industrial workforce.
That breadth matters because semiconductor ecosystems need equipment suppliers, chemicals, packaging, design and maintenance alongside the fab itself.
Federal incentives are only one part of the decision
The CHIPS and Science Act changed project economics, but companies still choose locations based on infrastructure, workforce and customer proximity. State tax incentives can influence the final decision, yet they cannot substitute for reliable utilities or skilled labour.
For local economies, the real prize is the supplier network that forms around a major fab. Those second-order investments can outlast the initial construction cycle.
