Which 12 US States Have the Most Small Businesses?

Small business is often discussed as if it were a single sector. It is not. The SBA definition covers everything from independent contractors to manufacturers and professional firms with hundreds of employees. That breadth is why state totals track both population and the structure of local economies.

The SBA's 2025 state profiles put California first with roughly 4.34 million small businesses, followed by Texas at about 3.52 million and Florida at about 3.49 million. New York is also a major small-business state, with the next tier including Pennsylvania, Illinois, Georgia, Ohio, North Carolina and New Jersey.

The largest states dominate the raw count

A state with forty million residents naturally supports more shops, contractors, consultants and professional practices than a state with one million. That makes absolute totals useful for market size but poor measures of entrepreneurial intensity.

The employment share tells a different story. Smaller western and New England states often rely more heavily on small employers because they have fewer giant corporations.

Texas and Florida are gaining business density

Population migration has expanded the customer base in Texas and Florida and encouraged new formation in construction, healthcare, business services and hospitality. The growth is not purely a technology story.

For lenders and service providers, these states offer large and expanding small-business markets even when average company size remains modest.

The number alone says little about quality

A high small-business count can coexist with low productivity or high closure rates. What matters over time is whether firms survive, hire and raise output per worker.

That is why SBA profiles are most useful when business counts are read alongside openings, closures, employment and lending data.
